Human Development Index (HDI) is constructed. It serves as a more humane measure of development than a strictly .income-based benchmark of per capita GNP. The first UNDP Human Development Report published in 1990 stated that: “The basic objective of development is to create an enabling environment for people to enjoy long, healthy and creative lives.”
The index was pioneered by the Pakistani economist, the late Mahbub-ul-Haq, in partnership with the Indian economist, Prof. Amartya Sen, and is being annually worked out by the United Nations Development Programme (UNDP) since 1990. Human development index is a measure of the country’s economic development and its economic welfare. It examines the life expectancy at birth, education and income levels of people measured by the GDP per capita and adjusted according to the purchasing power parity (PPP).
